Overshot art glass vase, sand textured blue jar w/ cobalt blue handles

Beautiful overshot glass vase with hand-applied handles... we saw no markings on this, but would guess that it's probably Italian art glass? We have no idea as to the vintage, sorry.

It's a nice big piece, about 7 1/2" tall. And it's in excellent condition without damage.
