Vintage Parker pen stand, desk holder for fountain pen? mod black steel

Mid-century matte black steel stand for a Parker pen (a fountain pen? a ballpoint pen?), in excellent condition. The bottom is cork, and it measures 3 1/2" x 4" over the weighted base.
